A New Initiative to Promote Tax Compliance
In a significant move to encourage consumers to ask for VAT-registered bills and strengthen tax compliance, the government has introduced a Bill Lottery Scheme offering cash prizes of up to Rs 1 million.
The initiative is designed to motivate shoppers to collect official bills for every purchase, helping reduce tax evasion while promoting greater transparency in business transactions. By participating in the lottery, consumers not only contribute to a fairer tax system but also get a chance to win substantial cash rewards.
What Is the Bill Lottery Scheme?
The Bill Lottery Scheme is a consumer incentive program where individuals can enter eligible purchase bills into a lottery system. Bills issued by registered businesses can be submitted through the designated platform, and selected participants will receive cash prizes through periodic draws.
The scheme aims to:
Encourage consumers to request official VAT bills.
Reduce under-reporting of sales.
Increase government tax revenue.
Promote fair competition among businesses.
Raise public awareness about the importance of tax compliance.
How the Scheme Works
Although the detailed guidelines may vary, the general process includes:
Make a purchase from a registered business (Purchase must exceed Rs 100).
Request an official VAT or tax invoice.
Register the bill using the official website or mobile application (Consumers paying digitally will be entered into the lottery automatically).
Wait for the scheduled lottery draw (IRD will announce winners on every first day and 16th day of the month).
Winners are selected randomly from eligible entries, selected through a computerized system while in the presence of government officials, invited dignitaries and media personnel. Winner draw will be done every first and 16th of the Nepali month.
Consumers are encouraged to keep their original bills until the lottery results are announced.
Cash Prizes

Potential prize categories include:
Everyday, one winner will receive Rs 1,33,034
